DESCRIPTION
Leisure Horse Ireland prides itself in consistently providing an excellent, efficient and cost-effective service to its owners and breeders. Registering ownership is a legal requirement and must be submitted within 30 days of taking ownership.
When selling / transferring ownership:
• Give the passport to the buyer / new owner at the time of sale and
• Insist the buyer completes the transfer of ownership form.
• Take a photocopy or photograph of the completed form for your records. This record must be kept by you for a period of 5 years.
• Give the completed form to the buyer. (NB The onus is on the buyer to have the transfer of ownership officially registered by submitting the form, fee and passport to Leisure Horse Ireland)
When buying / acquiring ownership:
•You must receive the passport from the seller at the time of purchase. Ensure the transponder in the horse matches the passport and all other details in the passport correctly identify the horse. It is illegal to sell a horse on a passport with known errors. If you accept a passport with errors, you are obliged under legislation to have it corrected immediately and you will incur considerable costs.
• You must complete a transfer of ownership declaration form.
• You must forward this form and the passport with the appropriate fee to Leisure Horse Ireland within 30 days of taking ownership.
• Failure to register the transfer of ownership within the time limit is now a serious offence in Ireland and attracts heavy penalties if ignored.
Records:
• Both parties must keep a copy of this transfer of ownership declaration – photocopying or photo will suffice.
• DAFM authorised officers will carry out inspections and have powers to inspect records and documents.

• Ensure you are submitting the declaration and passport to the correct agency.
• The passport must accompany this form (you get the same passport back – updated).
• Include a copy of proof of purchase or a brief note outlining the circumstances of
how the ownership change occurred.
• This fully completed declaration form with the correct amount of cleared payment.
Return Delivery:
Standard post return is included in registration fees; however, risk of loss is entirely
borne by the applicant unless recorded return delivery is requested and paid for by the
applicant. We currently use a courier service for return recorded delivery in Ireland, please
detail your best contact number and Eircode to ensure the courier can find you.
Operator / Owner and Equine details will be submitted to the National Equine Database.
You also commit to adhering to the relevant rules & regulations as set forth by
Leisure Horse Ireland, to the use of all details provided for communication purposes and acknowledge that they may be shared with relevant third parties in accordance with applicable legislation, including the sharing of DNA data.
